Summary | The Navy is developing new concepts of operations (CONOPS) that rely on teams of manned and unmanned systems to increase warfighting capability. This integration is heavily emphasized in guidance such as the NAVPLAN 2022 and the Tri-Service Maritime Strategy as well as recent assessments of the future Navy such as the Unmanned Campaign Framework and Hybrid Force 2045. Implementation of those new CONOPS will place new burdens on the platforms and processes that the Navy employs to fuel and sustain its systems. This work will apply a systems engineering process to develop objectives, requirements, and scenarios for fuel generation in theater as a potential solution. Operational activities and associated system functions that are necessary to meet those requirements will be captured in a model-based systems engineering tool. Discrete event and agent based tools will be used to simulate those operational activities and system functions to facilitate trade-off analysis. That analysis will inform identification of DOTMLPF-P gaps that informs investment in technologies for fuel generation in theater to enable future CONOPS. |
