Summary |
Our research is most relevant to the N1 organization and any other organization that is related to the Defense Personnel and Readiness. - Examine past auction experience within the Navy (Assignment Incentive Pay and Separation Pay) to understand the lessons learned, particularly indications of strategic bidding, equity perceptions across auction participants (AIP), and other auction design issues. Explore alternative currently in use in private sector and other government sector applications. - Develop a blueprint for a proposed pilot auction application (for example, the reenlistment or retention process in a targeted community) to customize an auction mechanism for practical implementation in that context. Develop specific business rules for launching and employing the appropriate retention/separation auction. - Continue developing more sophisticated auction designs to address sailor quality, non-monetary incentives, and market mechanisms for assignments and matching service members to tasks or billets. Continue to build on knowledge of decision making process that may help our studies, such as financial decision making, risk and ambiguity aversion, social preference, strategic behaviors, etc. |
