Summary	This task order includes three primary tasks that will support enhanced functionality of DVTOE for new tasks. First, the base software will undergo refactoring to restructure the existing design to improve the class functions and increase cohesiveness and decrease coupling. Part of this task will also include improvements to the software's user interface, visualization, and other enhancements. Second, the code will be modified to include the ability to build and elicit a multi-attribute utility function from the user and display the results. Lastly, the ability to conduct optimization will be added to DVTOE. All these tasks will be performed in conjunction with Naval Postgraduate School faculty efforts which include overall design of the software and development of statistical analysis tools.
