Summary This is a continuation of current work on implementing a performance accounting system for the signal intelligence collection process that will provide routine return on investment (ROI) estimates for CCOP equipment. The goal of this project is to conduct a trial implementation of a performance accounting software that will support collection, ROI reporting and portfolio optimization for the ongoing performance of Navy signal intelligence collection systems. The specific goal of this research is to provide data on the operational performance of CCOPs to SPAWAR executive management (i.e. Wayne Bratt and his CCOPs team). Additionally, the results of this continuation of the trial implementation will ultimately aid OPNAV N20 and SPAWAR executives in making decisions during the POM/Budgeting process for signal intelligence systems.
