Summary More aggressive integration and innovation needs to be implemented in the pre-acquisition environment to improve requirements generation and acquisition system performance to more effectively use homeland security funds. This project addresses the systems and challenges associated with more rapidly and efficiently fielding effective capabilities using a series of field experimentation events designed to address various important problem domains identified by the Department of Homeland Security (DHS) and its component agencies. Emphasis will be on providing DHS and associated entities knowledge and understanding to address the future gaps and materials requirements in addressing meeting tomorrow's mission sets. This project enhances previous efforts by increasing the number and scope of activity at each JIFX event to specifically include support for the Federal Emergency Management Agency as well as supporting the participation of state and local emergency, first responder and recovery personnel.
This effort will incorporate interagency and defense resources to ensure broadest applicability and increased efficiencies in both discovery and application. The increased efficiencies to include shorter time to delivery, reduced risk, and reduced cost are by products of the unique collaborative environment and interactive dialogue that creates for quarterly field events. These events will lead to more dynamic interaction between the technology end users and the engineers/scientists that will inform requirements and leverage corporate development funds. This allows for more refined requirements and mature starting points for the acquisition processes when the decision to acquire a capability.
