Summary | The proposed initiative involves a "learn by doing" project within the Northwest Region that will help the Federal Security Directors become more effective in their new roles in the multi-model transportation environment. The project will build a network or "megacommunity," as it is called in the research literature, to bring multi-modal transportation groups together in a working relationship to enhance specific security problems or challenges across various sectors. Building this network is a first step in solving specific problems and not simply a venue for discussing lofty security concepts. This effort will take TSA from just knowing the right local contacts in a crisis response, to developing a network that looks strategically, collectively, and proactively at improving security. As a problem-solving network, participating groups, including TSA, will learn how to organize and use their assets in a joint strategy that incorporates identified "overlapping" interests. |
