Summary The Naval Postgraduate School has developed an initial naval systems engineering competency model based on the best industry and government models available through funding from ASN (RDA) in FY13. The model is being deployed and analyzed as a pilot for SPAWAR Systems Center Atlantic. The competency model requires further development in order to create a version that is tailorable to deployment across all naval system commands, and for guidance for commands to tailor the development and assessment of the effectiveness of the model for their particular implementation. In addition, the model needs to be further developed to create individual development plans with integration with TWMS in order for commands to plan, track, and certify development of systems engineers.
