Summary Examine potential Army Reserve accession and retention incentives for first-term enlisted Soldiers and company grade officers in order to inform more efficient budgeting decisions, and ensure that Army Reserve resources are applied to the best alternatives for building and maintaining a fully manned force. Use value focused thinking approach to evaluate and compare the potential accession and retention incentives from a programmatic perspective. Leverage the data gathered as part of the TRAC-LEE interview and survey effort, in conjunction with other related studies, to value the potential incentives. Develop cost estimates of the various alternative incentives, including education assistance programs, which will include an examination of risk and uncertainty (sensitivity analysis). Using the value structure, simplifying assumptions, and estimated costs for the incentives, develop a mathematical approach to determine the optimal allocation of programming dollars over a six-year Program Objective memorandum (POM) horizon that maximizes the value of the incentive portfolio under budget constraints. In addition to the methodological aspects of the problem, this effort will include the development of a software tool to support the developed methodology.
