Summary | The goal of this project is to determine the best use of different connectors to quickly and safely satisfy demand for fuel in a threat environment. The analysis will account for uncertainty in the battlefield, such as sea state condition, and the adversary's potential countermeasures. We will develop relevant measures of effectiveness (MOEs) that capture how energy considerations impact operational effectiveness. Initially, we will identify characteristics of the connectors, such as velocity and capacity, and define a set of mission scenarios (e.g., combat vs. humanitarian assistance and disaster relief). We next will formulate two models to gain insight and evaluate how different connector combinations perform across the MOEs. The first model will use optimization to determine how to efficiently satisfy average daily demand across several locations with various combinations of connectors. The second model will utilize stochastic processes and dynamic programming to analyze how to effectively meet random demand in real time. The results of this project will inform the Marine Corps about the best use of fuel connectors in expeditionary missions, and how this decision changes when the threat environment changes. |
