Back Bridging NPS and Naval Oceanography to Accelerate Warfighter Capabilities

Summary | The objective of this study is to develop and document an executable concept and process that will develop new techniques for aligning Data Science work across Naval organizations (e.g., S&T, acquisition, and operations). Particular emphasis will be focused on METOC (BonD Tier 3) analytic capabilities supporting Fleet missions innate to FNMOC/CNMOC and NPS. The objective will be to develop individual and collective capabilities while minimizing their barriers to success as they each work to create new cloud-computing-enabled analytics. The study will outline how NPS can systematically leverage its resources and the intellectual capital of its researchers (faculty & uniformed students) to identify opportunities to improve Data Science capabilities to naval warfare (weapons employment, ASW environments, etc.), and how ongoing Data Science efforts at FNMOC/CNMOC, NPS, and other Naval organizations may guide effective development. The study will identify new operational (warfighting) use cases, workflows and METOC products that could be realized through the normalization of atmospheric and oceanic data sets that can be fused with operational and tactical data made available via cloud computing architectures (submarine op areas/PIM predictions, weapons employment in different environmental conditions etc.) Where possible, the study will realize synergies with existing efforts at FNMOC/CNMOC and NPS, as well as related studies funded by OPNAV, to produce new analytics as test cases for implementation of this new capability. |
