Summary |
The Principal Investigators (PIs) at the Naval Postgraduate School (NPS) will provide optimization support for the mathematical models managed by Naval Supply Systems Command and used by Naval Supply Systems Command (NAVSUP), NAVSUP Weapons Systems Support (WSS), Naval Sea Systems Command (NAVSEA), and contractor personnel. The resulting tools are envisioned to implement the approved Chief of Naval Operations and NAVSUP models through a centralized NAVSUP Maritime Readiness-Based Sparing (RBS) web-based server environment. Specifically, the PIs will provide support to update, replace, and develop for: 1. Demand-based, ship retail inventory optimization model; 2. Maritime RBS for operational availability (Ao) optimization model(s); 3. Multi-echelon RBS for Ao optimization models, supporting Navy expeditionary forces and other unique (non-ship) allowance requirements; 4. Full multi-indenture, multi-echelon (MIME) RBS model; and, 5. Maintenance of replacement models already developed by the PIs for NAVSUP WSS, if needed. The NPS PIs have been developing NAVSUP replacement models and tools since Fiscal Year (FY) 2014: Wholesale Inventory Optimization Model (WIOM), Site Demand-based Level Inventory Optimization Model (SIOM), and Navy Aviation RBS Model (NAVARM). Even though NAVSUP is funding a separate project in FY 2018 to cover the maintenance of those tools, the abovementioned Item 5 is in anticipation of a potential shortage of those funds, especially for the NAVARM tool. All other Maritime efforts for items 1-4 will draw on that experience gained to date. It is anticipated that NPS will recommend improved methods and current techniques that may increase the reliability and efficacy of the Maritime optimization models for retail site inventory decisions and RBS. The ultimate goal of the Maritime RBS model effort is to develop model logic that improves on current tools to enhance operational readiness and increases fiscal efficiency by establishing optimal stocking levels for all echelons of supply that Navy manages. The development of a full multi-indenture, multi-echelon (MIME) RBS model is a complex, multi-year project. While the PIs commitment is to further this effort as much as possible, it is understood that the work in FY 2018 will only address a portion of the above list. Specifically, work will begin with Item 2: “Maritime RBS for operational availability optimization model(s).” |
