Summary | This project identifies institutional mechanisms to (1) create an ongoing iterative procedure for use by senior Navy leadership and (2) to execute long-term strategy out to about mid-century. It will explore various ways to institutionalize long-range force planning and force design to execute an agreed upon Naval strategy as called for in the CNO Navigation Plan 2021. It will survey various practices used by the other services to bring stability and continuity to long-range force planning and force design, especially Air Force Project Corona. This survey will be conducted with an eye towards potential application in the Navy. Research will also address the way U.S. allies tackle the issue, specifically how the Australian and British navies address the need to devise and execute a 'Strategy for the Long Term' over the long term. |
