Under the Sailor 2025, Force of the Future, and Talent Management initiatives the Navy is increasing efforts to recruit, develop, assign and retain the most talented officers. To address Navy concerns that disproportionately large numbers of highly talented officers leave active duty at MSR, the Navy has adopted the CAP-GEO Capability Model to analyze components of officer talent and to identify the best indicators of talent and quality in the Navy.
One of the components of officer quality is the ‘Technical Capacity’ component, which relies on measures of an officer’s skills, education, and training, including a degree in a technical field. Prior studies of the effect of technical degrees on officer performance have found mainly statistically insignificant effects, but these studies typically suffer from methodological issues that weaken their conclusions.
The goal of this large-scale study is to extend our knowledge of the contribution of technical skills and other aptitudes on officer performance, to explore the interdependence between “Technical Capacity” and the other components of capabilities, especially performance, and to effectively contribute to the Navy’s efforts to identify and retain talent.
