Summary The Naval Postgraduate School (NPS) Systems Engineering (SE) department will provide research assistance and advise for the Space and Naval Warfare Systems Command (SPAWAR) System Center Atlantic (SSC LANT), with the Military Sealift Command (MSC) modeling, simulation, and implementation efforts. This effort will define Model-Based Systems Engineering (MBSE) approaches, evaluate methods, tools, and processes applying the best practices within systems engineering.
SPAWAR Systems Center Atlantic has been selected by the Military Sealift Command (MSC) to design, engineer, and implement a new Command, Control, Communications, Computers Intelligence, Surveillance, and Reconnaissance (C4ISR) network for their afloat platforms. Currently, MSC has a six C4ISR networks installed across the afloat fleet of approximately 170 government owned, and commercial chartered, ships, to support the three MSC mission areas. The six installed C4ISR networks were developed without a coherent interface and data interoperability strategy, and are specific to certain mission areas.
To complicate this already complex problem, these networks were also often developed to support one of MSC’s 26 ship classes (Figure 1). As a result, these six current C4ISR networks behave like individual “stove-piped” systems rather than a cohesive System of Systems.
The purpose of this effort is to engineer, design, and install a single C4ISR network that supports MSC’s three mission areas, across the 26 ship classes, and approximately 170 afloat units. The characteristics of the single network solution are:
- Scalable across their various ship sizes;
- Flexible to execute a wide range of tasking for many different customers;
- Maintainable, easy to use, train, and allows for remote updates;
- Sustainable, able to be seamlessly upgraded (both software/hardware) to meet the needs;
- Cyber secured to meet the DoD standards in a contested environment.
