Summary	The Global Education Collaboration Community Online (ECCO) program will support the Defense Security Cooperation Agency (DSCA) in planning, designing, and conducting an evaluation of the effectiveness of the Counterterrorism and Irregular Warfare Fellowship Program (CTIWFP) and International Military Education and Training (IMET) program in a selection of countries (likely to be Colombia, Ethiopia, Georgia, Lebanon, Mexico, and Thailand). The findings of the evaluation will be used to both support subsequent planning efforts as well as scale the methodology overtime for eventual coverage of all potential CTIWFP and IMET countries and foreign institutions to be engaged in future years.
