Summary	Modeling and Simulation (M&S) is an essential capability for managing risk, reducing time and cost for acquisition. There is currently a lack of unified approach for determining which M&S tools to use, when to use them, and how to use them across the development lifecycle. A range of learning options are needed to improve the multi-service community members' capabilities to effectively select and implement the correct M&S tools most efficiently. These include initial education and training, refresher training, continuing education and certification opportunities.
