Summary How will the US Navy innovate in the face of a renewed Russian geopolitical threat as this peril affects Europe, the Atlantic and beyond? The 2018 National Security Strategy of the United States underscores the revival of great power rivalry on a global scale as the dominant feature of war and peace today. The importance of alliance cohesion in its maritime dimension to meet the threat from great power rivals features prominently in the new policy. This proposal addresses the potential for innovation in policy, strategy operations, tactics and forces for the US Navy and its allies and partners. This research would examine knotted issues of Russian aggression in multiple realms with an impact on how the US Navy must find a new path on a wide horizon of conflict in many forms.

Since 2014 a geopolitical earthquake of major power aggression in Europe and Asia has led to a reinforced US and alliance military presence in Eurasia. With these measures have also arisen new challenges for a new generation of maritime strategists and those in the sea services compelled to respond to the combined effects of renewed Russian “hard” power, Russian subversive tactics and political turmoil in Europe. The Russians view NATO as an extension of American power, and therefore weakening America’s maritime links to Europe is of paramount importance to Moscow.

A team of three NPS professors will perform literature review and content analysis to gather secondary source data. The team will produce a literature review that reflects issues of policy and strategy of A2AD posture in Russian Federation. The team will also travel to the European theater to gather relevant information from other scholarly and policy professionals in accordance standard practice. Deliverables include a written research report to the sponsor as well as a briefing in Washington DC or elsewhere to relevant sponsors.
