Summary | Based on preliminary discussions with N4, the Center for Defense Management Reform (CDMR) recommends a study that examines communication as a key strategic factor for standing up Task Force Energy (TFE). The task force is in the early stages of formation and is tasked with designing a strategic plan for moving the Navy's energy plans forward. The Navy's energy strategy will address both Shore and tactical consumption and requires a high degree of strategic communication analysis and assessment. This plan will face challenges since supporting actions will need to be executed across multiple command structures with very little central tasking authority. This will necessitate early stakeholder buy-in and an effective communication plan. As TFE moves through its strategic planning process, it will also benefit from a solid knowledge of best practices for building stakeholder buy-in. This research project will assist the TFE in understanding specific stakeholder goals, motivations, processes and roles that will be key to developing an effective communication plan. The research methods employed will include both qualitative and quantitative data gathering. Qualitative interviews will be transcribed and analyzed; quantitative survey data will be analyzed for statistic significance. |
