Back Modeling the Impact of OTTER and its Benefits to the Fleet

Summary This study aims to model the effects that implementing the OTTER tool will have on the Navy surface fleet and combat logistics fleet. OTTER (Optimized Transit Tool & Easy Reference) was developed by the Energy Academic Group at NPS and is currently being considered for use across the fleet. Although OTTER has been evaluated for its impact on individual ships or small groups, it remains to be seen how the program will impact the fleet as a whole. By modeling operationally realistic conditions using the FUSED (Fuel Usage Study Extended Demonstration) model, we hope to determine to what extent OTTER will enhance surface fleet combat capability and improve supply chain resiliency. FUSED will model multiple groups of ships conducting maneuvers and operations that will require intermittent refueling by the logistics fleet and provide an estimate as to how reduced fuel consumption through OTTER changes the operational reach and capability of combatants and lessens the tyranny of distance.
