Summary In accordance with DOD Instruction 5410.17 (United States Field Studies Program (FSP) for International Military and Civilian Students and Military-Sponsored Visitors) and SECNAVINST 4950.4B (Joint Security Cooperation Education and Training), all Navy and Marine Corps commands which educate and/or train international students will implement a comprehensive and integrated Field Studies Program. The goal of the FSP is to ensure that international students return to their homeland with an understanding of the responsibilities of governments, militaries, and citizens to protect, preserve, and respect the rights of every individual. The FSP is developed and implemented with the specific objective of providing students with an awareness and functional understanding of internationally recognized human rights and the American democratic way of life. To meet the overall FSP goal and areas of emphasis, the FSP will include events and activities related to the following topic areas:
(a) Human Rights
(b) Law of War
(c) International Peace and Security
(d) US Government Institutions
(e) Political Processes
(f) Judicial System
(g) Free Market System
(h) Media
(i) Education
(j) Health and Human Services
(k) Diversity and American Life
