Summary In his planning guidance, the Commandant states "We will ... accelerate our transformation from disconnected legacy systems to an integrated data architecture that treats data as it should be - a critical resource." This project is a bold step in support of that transformation for Manpower & Reserve Affairs (M&RA). M&RA possesses numerous mathematical models that support the management of the Human Resources Development Process (HRDP). Our approach will demonstrate how M&RA can leverage the latest technology in data architecture and decision support models to overcome the deficiencies of these legacy systems. We will formulate and estimate a modernized Enlisted End-Strength Planning Model (ESPM). In addition, we will discuss how such a model can be supported by an improved data architecture. Furthermore, the Human Resources Development Process (HRDP) is a sprawling management challenge that requires the cooperation and collaboration of several HQMC organizations. The Deputy Commandant for Manpower & Reserve Affairs currently lacks fully validated and comprehensive set of measures of performance to properly assess system performance and to identify where to apply managerial resources.
