Back Naval Postgraduate School (NPS) Fielding Assessment Support to NAVAIR Technical Experimentation Center for a Tethered Dirigible-Hosted Surveillance and Warning Capability for Extreme Weather and Land Mass Approach from the South China Sea

Summary This Statement of Work (SOW) specifies the scope of work and associated tasks necessary to provide support to NAVAIR and US Pacific Command (USPACOM) and Marine Corps Forces Pacific (MARFORPAC) for the investigation and findings of a methodology to assess and recommend deployment locations for tethered dirigibles capable of providing look-down surveillance and warning of the South China Sea for Philippines Armed Forces. Specific tasks include:
1) Identify candidate simulation systems capable of determining the coverage capability of off-the-shelf surveillance systems mountable on existing dirigible assets available to NAVAIR. Provide initial findings to NAVAIR as to which candidate is most appropriate to its need. Follow-on evaluation and experimentation will be necessary to confirm the recommendation.
2) Utilize the recommended solution to provide NAVAIR with an initial deployment recommendation for a prototype surveillance capability, given deployment options by NAVAIR.
3) Participate in an exercise wherein the initial capability is demonstrated.
4) Continue to discuss mutually beneficial new S&T projects in which NPS faculty-led, student executed research may be beneficial to the NAVAIR Technology Experimentation Center.
