Summary JTEM seeks to investigate, demonstrate, and inculcate joint test and evaluation methods to ensure that joint forces operate synergistically and that newly acquired systems and capabilities are 'born' joint. As part of its charter, JTEM is developing the Capability Test Methodology (CTM) framework. Proposed by a multi-service and agency methods and processes working group, the CTM provides a comprehensive approach to planning and executing a live-virtual-constructive (LVC) joint mission environment for testing. The CTM is intended to be an integral part of the Defense Acquisition System. The principal investigators will support TRAC-Monterey in its development and documentation of the CTM framework for the Joint Test and Evaluation Methodology (JTEM) program. Specifically, we will provide input to include the integration of advanced design of experiments and response surface methodology into the CTM framework, and create a technical appendix for the Analysis Handbook that discusses the relevant assumptions, strengths and weaknesses, appropriate uses, and interpretation of results for a suite of experimental designs suitable for various aspects of CTM.
