Summary ABSTRACT (PUBLICLY-RELEASABLE)
FY20 ISG SUPPORT
The Institute for Security Governance (ISG) is the Defense Security Cooperation Agency (DSCA)'s center of excellence for institutional capacity building (ICB) and a principal E-IMET schoolhouse specializing in civil-military relations, strategy and policy, and international defense acquisition. ISG's mission is to advance U.S. national security and foreign policy objectives through the application of programs and activities that enhance partners' institutional capabilities to address shared security challenges.
The Naval Postgraduate School (NPS) is a historic partner of DSCA and ISG and a critical enabler of ISG's ICB advising, international executive education, and analytical missions. NPS provides ISG with support for subject matter expertise, NPS library research and analytical support, previous finding closeout, and information technology. In performance of these missions, ISG support falls into two primary categories:
1) ICB Advising and Mentoring: ICB projects are multi-event efforts occurring over the course of a year, involving detailed scoping (problem definition), planning and design, and implementation and monitoring. Supporting faculty and experts are committed to relevant elements of this for defined durations (to be specified in each project) and expected to make multiple advisory trips to a single partner-nation, provide Monterey-based analysis, and/or conduct multi-country scoping.
2) Executive, Resident and Mobile Education: ISG's education program consists of executive and resident short courses (1-3 weeks in duration) and mobile education teams (METs). Supporting faculty will provide course-specific support for curriculum design, teaching, facilitation, research and analysis, and activity assessment and monitoring.
ISG will require support from other NPS sources to accomplish their mission. The following departments will provide personnel and/or equipment to enable them to fully support the ISG mission:
1) The School of International Graduate Studies (SIGS) Support: SIGS will provide administrative and operational support that includes proposal oversight, program management, travel support, liaison support with external offices, e.g., Security, HRO, Comptroller, and others as needed.
2) NPS Library Support: Library staff will ensure faculty have ready access to the library content, databases, search networks, and other related activities. They will purchase additional access to library resources as needed.
3) Information Technology Support: NPS ITACS will provide asset management and life cycle replacement of computers and audio-visual equipment as required, service desk and network support, dedicated IT personnel, and services they would provide members of the NPS community.
