Summary |
This project aims to deliver an easy to read, easy to access manual that offers employment menus, goals, requirements, and resources needed to implement projects at each phase. The manual will be designed for a program officer, S-7, S-9, and S-2 to use in coordination with their overall targeting goals in their area of operations. The overall goal of the project is to attack the networks that engage in insurgent activity and use IEDs, by positively interacting with the population and strengthen the pillars of stabilization-particularly security, governance, and economic development-and offering vulnerable segments of the population, young men, alternatives to engaging in insurgent activity. The Employment Manual, therefore, is a means for achieving strategic ends; U.S. troops can use employment to weaken insurgent networks while strengthening the capabilities of the host nation to govern and provide for its own citizens. |
