Back Assessing Risk and Identifying How to Improve Resilience of the Energy Supply Chain in the Pacific Theatre: Refinery Capacity Analysis

The objective of this project is to provide an integrated view of risk associated with the supply and consumption of energy to support warfighting capability in the Pacific Theater. We build on several recent, related efforts. We focus on worst-case disruptions and their impact on operations, along with prioritization, evaluation, and cost of possible mitigations.
This study supports this strategic focus as well as the DoD Operational Energy Strategy by identifying risks and ways to improve resilience of the energy supply chain in the Pacific Theatre. It also aligns with the Joint Staff and DLA requirements to prepare for and supply fuel to the Asia-Pacific region. Understanding refinery capacity and capabilities is paramount to proper planning and preparedness. The purpose of this study is to conduct a strategic level analysis of the fuel issues in the PACOM AOR, with specific emphasis on fuel refineries, their capacities, reserves, ability to ramp up, and/or shift loads around to further support various contingencies.
