Summary DoD Directive 3000.05, Military Support to Security, Stability, Transition, and Reconstruction Operations (SSTRO), requires the services to address these areas of warfare on equal footing with combat operations. Traditional modeling approaches that emphasized kinetic aspects of combat are ill-suited for the warfare decision-making needed today. New modeling approaches are required to help determine what non-kinetic assets and capabilities the Navy needs to employ now and in the future to provide greatest benefit in the battle for "hearts and minds." Over the past two years, OPNAV N81 has identified such modeling requirements in their annual planning. Students and faculty in the MOVES Institute have started to address some of these concerns, but additional effort is needed to more fully engage and leverage capabilities available through the school.
