Summary |
There is an absence of quantitative metrics and measures that can help us evaluate the cost effectiveness of implementing interoperability standards2. In the absence of such metrics standards are being implemented because "we all know they are good and necessary" not because we have a clear guide as to when and how such implementations will save us time and money. The goal of this research is twofold. First, to define a model that can be applied by decision makers in order to help them evaluate the cost and benefits of implementing specific interoperability standards and second to provide a tool for standards designers to help them optimize features and explain the cost benefits of adopting such standards in terms of tangible dollars and cents to the user community. |
