Summary By defining and developing Measures of Effectiveness (MOEs) for building up U.S. Army capacity to carry out a mission, comparisons can be made between new and existing concepts of interactions between people, materiel, and processes. This research begins to fill the gap in generating repeatable, reliable, and reusable MOEs by providing a rigorous method based on theory and enacted through a formal mereology of objects and processes. This mereology is ontologically sound and therefore repeatable, reliable, and reusable. The result will be a standardized method for developing MOEs.
