Summary The newly formed Office of People Analytics (OPA), part of OSD(P&R), has a mandate to enable data-driven personnel policy decisions across the Department, to include both military personnel and Department of Defense (DoD) civilians, through the use of analytics. Much of the focus of previous personnel related analysis has rightly been focused on military manpower, but relatively little emphasis has been placed to date on issues related to the civilian workforce (see as examples Goldenko (2014); Gates (2013) ). In particular, part of OPA's charter seeks to improve the use of analytics in the areas of talent management and retention for the enterprise, including the civilian workforce. The attrition of military personnel continues to be studied as a foundational area of talent management. This seems a logical starting point to
begin gaining an understanding of the civilian workforce as well. We propose to examine available data to gain understanding of the drivers of DoD civilian workforce attrition and compare them to the factors that influence attrition in the U.S. Army active component.
