Summary |
Under the "Design to Maintain Maritime Superiority" and "Sailor of 2025" initiatives, the Navy is increasing the efforts to use Navy-funded graduate education as a strategic human capital investment to recruit, promote and retain the most talented personnel. The Navy is currently considering reviewing the service obligation requirement policy to identify opportunities for improvements in returns from Navy funded graduate education. This study proposes will use an integrated quantitative and qualitative approach to examine the returns to funded graduate education obtained by Navy officers from both, military and civilian institutions, and to provide support to the current efforts by the Navy to evaluate the current Service Obligation requirements policy. |
