Summary The Multi-domain Operations requires the capability to attain the necessary situational understanding at the point of decision in all environments to create cognitive windows of opportunity in order to enable making informed, sound decisions rapidly. The Commanding General, U.S. Army Training and Doctrine Command (TRADOC) has recently approved Multi-Domain Battle: Evolution of Combined Arms for the 21st Century 2025-2040. This concept describes how Army forces, as part of the Joint Force and with partners, will operate, fight, and campaign successfully across all domains—space, cyberspace, air, land, maritime—against peer adversaries in the 2025-2040 timeframe Studies of the future security environment describe a future in which the U.S. is confronted by challenges related to contested norms and persistent disorder. Competitor states and some powerful non-state actors will increasingly challenge the rules that underpin the current global order. Meanwhile, fragile states will become increasingly incapable of maintaining order. The risk of adversaries instigating mass human migration, refugee flows and crowd formations in the battlespace requires mitigation because unexpected population movements can adversely impact the military freedom of operations abroad.
FM 3-0, October 2017, identifies several trends that will affect future OEs. Populations will continue to migrate across borders and to urban areas in search of employment and services that urban areas can offer. Adversarial use of ubiquitous media platforms to disperse misinformation, propaganda, and malign narratives enables adversaries to shape an OE to their advantage and foment dissention, unrest, violence or at the very least, uncertainty. FM 3-0 operational framework considerations provide commanders and staffs a way to look at multiple domains and the information environment in the context of operations on land. The cognitive considerations newly described here are those things pertaining to enemy decision making, enemy will, our will, and the behavior of populations.
