Back Rethinking Naval Ship Force Design for Future Conflict

Summary Technological advances in ship systems force naval combat tactics to evolve and as a result fleet design must change to accommodate those new concepts of operations or else naval powers become irrelevant. This is as true today in the so-called "special conflict" that has unfolded in Ukraine for the world to see as the Russian Black Sea fleet was reduced to utter insignificance by a Ukrainian Navy that holds no capital ships and only a handful of patrol boats for coastal defense. Tenacity, ingenuity, and adaptability have negated nearly every potential advantage of a seemingly superior naval force in Russia's war on Ukraine. To understand the potential long-term impacts of advanced technology proliferation, in both intended and adapted applications, a detailed examination of the naval warfare outcomes from operations in the Black Sea during the ongoing war will be studied. The lasting effects of the introduction of these often ad hoc technological injects into the conduct of naval warfare will be studied with respect to performance, influence, and outcomes based on collected data from Russia's war on Ukraine starting in 2014. Furthermore, analyses to trend the future of naval warfare in restricted waters subject to these irregular tactics will be examined to assess the continued tactical value of High Value Units and other vessels conducting traditional naval operations. Recommendations regarding future U.S. Navy fleet design will be suggested based on this study's findings.
