Summary |
Significant changes have affected how industry HR professionals engage with organizational processes and technologies and the people affected by them. Organizational culture change, organizational redesigns, big-data analytics, greater use of real-time feedback, more agile processes, and employees’ changing expectations regarding engagement and satisfaction are some of the trends that industry has recognized are affecting HR processes and organizational outcomes. To address these trends, industry HR professionals have worked to integrate HR into organizational problem solving. The DON HR community has demonstrated its ability to be innovative in providing solutions to externally driven circumstances such as the two furloughs of 2013, the under-execution mark of 2015 that resulted in the implementation of Operation Hiring Solutions and the presidentially mandated hiring freeze of 2017. And, the community has implemented a number of initiatives over the past several years that have improved delivery of its products and services. However, these initiatives have focused primarily on improving existing processes, clarifying responsibilities, and implementing better technology solutions vice significant transformation. To respond to external trends and better meet the demands of SECNAV, CNO, USMC CMC and Echelon 2 Commanders, the DON HR community must be better integrated, early in problem solving processes. Industry HR leaders have worked successfully over recent years to achieve such integration. This research will investigate industry best practices and make recommendations to support further, and proactive, integration of the DON HR community in problem identification and solution generating processes. |
