Summary In Talent Management 2030, the Commandant outlines his plan to recalibrate enlisted personnel management in the Marine Corps from one of "recruit and replace" to an "invest and retain" model. While this transformation will undoubtedly place substantially more stress on the First-Term Alignment Plan (FTAP) and Subsequent Term Alignment Plan (STAP) retention efforts to succeed, it also offers a unique opportunity that has the potential to pay huge dividends by retaining higher numbers of talented Marines. We propose a data-driven approach to improving the effectiveness of the Selected Reenlistment Bonus (SRB) process to identify high quality, talented Marines and to incentivize them to reenlist. Our research will examine the extent to which the SRB can explain variation in reenlistment rates, and in particular reenlistment rates of high-quality Marines. Statistical modeling will be used to separate the effect of the SRB from other attributes to better understand how the SRB can be used to encourage high-quality Marines to reenlist. We also will examine the extent to which a menu of contracts approach to the First Term Alignment Program (FTAP) and Subsequent Term Alignment Program (STAP) might improve the effectiveness of the SRB budget. Given the estimated responsiveness of Marines to bonus levels and the distribution of boat spaces, we will consider how the SRB budget should be allocated to maximize its effectiveness.
