Summary	We propose to create an authentic, persistent, open-source virtual robotics environment to accelerate the development, engagement and evaluation of ocean robotics systems (marine autonomous and unmanned systems) and to use these cloud-based simulation tools to provide educational and experiential learning opportunities for high school and college level students. Through this tools we will also create and host the 2020 Virtual Ocean Robotics Challenge which may be used for continuing Navy virtual activities.
