|Summary||The major objectives during this performance period are to: Refine the development and delivery of the Homeland Security (HS) executive leadership seminars nation-wide. Seminars: 1) assist local, state, and federal leaders across all disciplines to develop the strategies, policies, and organizational elements (including civil-military and interagency and intergovernmental cooperation) needed to defeat terrorism; and 2) create a "multiplier effect" to maximize federal investment by sharing program content and research results with organizations across the nation to build national HS preparedness through education and social networking seminars. The FY11 budget request is based upon the Department of Homeland Security / FEMA - National Preparedness Directorate (NPD) guidance to develop and conduct "cutting edge" executive leadership seminars for senior homeland security local, state and federal officials. The core CHDS programs are the Executive Leadership Program (ELP) Seminars for DHS executives and the Mobile Education Team (MET) Seminars for governors and other state and local executives, and the Homeland Security Digital Library (HSDL). These Programs continue to evolve to build capacity for homeland security, and meet the increased demand for CHDS programs from Governors, Mayors, and officials responsible for HS.|
