Summary	This study includes survey and/or exploration of signal decoherence technologies (if they exist) and feasibility techniques that transform coherent EM signals into incoherent ones across the RF and/or EO/IR spectrum by modulating or altering the intensity, phase, and frequency characteristics stochastically.
