Summary New technology is enabling ubiquitous sensing of the world’s oceans from seabed to space. Platform technologies, coupled with AI, are enabling new classes of sensing systems that will significantly expose the oceans. Consider the domains of this exposure: Seabed- The deep ocean where undersea cables, mines, infrastructure (oil & gas) & deeply hidden weapon systems reside; Undersea- the operating area of manned & unmanned submersible sensing systems; Surface- Ships & unattended sensors for maritime sensing; Air- Manned/unmanned airborne platforms tasked to cover key areas of naval operations; Space- Constellations/clusters of networked satellites provide persistent coverage of the world’s oceans (radar/electro-optical imaging/signals collection).
Objective: Evaluate feasibility of all-domain ISR by applying sensors across all 5 domains of operation to monitor adversary coordinated activities. Questions: What systems across all domains are feasible contributors to all-domain sensing & what are their contributions? What are the links that allow these sensors to be networked for all-domain fusion? What architecture must be implemented to enable all-domain ISR of adversary operations?
Methodology: Survey advanced seabed-to-space platform-sensor technologies to provide a roadmap & comprehensive classification of sensors & capabilities; Identify candidate sensor-to-node links that will enable all-domain sensor networking; Define architectures required to perform all-domain sensing & fusion to characterize adversary operations from seabed-to-space.
Deliverables: A report that includes: A roadmap & survey of the feasible sensors & networks available to the Navy in the 2025-30 timeframe. Includes sensor & link characteristics & basis of projection. Sensors include government & commercial sensors that contribute to all-domain sensing & fusion; A recommended sensor network architecture that will enable all-domain networked sensing across all 5 domains of warfare,
