Summary The Naval Education and Training Command (NETC) requires an acquisition planning tool to assist them in managing the myriad of training systems and assets the Navy needs to meet its individual training mission. They recognize the importance of developing this tool on a framework that is based on the science of learning (SoL) that will allow them to systematically develop high quality training systems but also to link the design to trained performance and then to link trained performance to demonstrated skill in the Fleet. The ultimate goal is to support training system acquisition such that NETC has reliable predictability of training transfer. This effort will develop that framework. This is phase 2 of this effort where we will conduct two case studies using the framework developed in phase 1 to show how the process will function and to enable the capability of collecting performance data that will be needed for verification that will be done in following phases.
