Summary | In 2016, the Office of Management and Budget (OMB) issued an update to OMB Circular No. A-123. The update directed agencies to adopt an Enterprise Risk Management (ERM) framework, as a part of an effort to build a capability to identify existing and emerging threats, and to manage those risks in an effective and transparent way. HQMC P&R is leading ERM implementation efforts for the USMC. This research will seek to assist HQMC P&R in that effort. We will examine existing ERM frameworks in the public and private sector to recommend ERM best practices that will be cost effective for the USMC. A key difficulty for any USMC implementation will be finding a way to assess risk across a diverse measures of effectiveness (MOE) and measures of performance (MOP). This research will examine best practice in risk measurement, and multi-criteria assessment (MCA) to advise HQMC P&R on methods of implementing the recommended ERM framework. |
