Summary In order to achieve the Navy's vision of FORCE-Net, particularly in the area of ashore naval networks, the alignment of NMCI/NGEN and ONENET is a critical element in order to enable collaborative planning, information sharing and execution. This thesis will cover shore-based network services at an unclassified level. With the vast increase in demand for reliable information flow, a system architecture and organizational structure must be in place in order to support this demand. This thesis will examine core services provided by each networking entity and will try to establish a systematic structural design to help meet the end user's expected functionality.
The determinate of this model will be based on funding allocations of OPNAV N2/N6 to specific programs of record (POR). Assessing the current network organizational structure by using an operational business model will help develop an understanding of structure efficiency and deficiencies. By using an economic business model, we can use a broad range of informal and formal descriptions to represent aspects of the networks core services, including purpose, infrastructure, organizational structure, operational processes and policies giving a complete picture of a System of Systems (SoS) from a high-level perspective on whether or not a network design with consolidated deliverables is more suitable than the current multi-domain network. Our Thesis will work closely with personnel from PMW 150, PMW 160, PMW 205, and PMW 790 whom we met during the NPS visit to SPAWAR SD from 19-21 September 2011.
