Summary	The proposed research addresses the threat of Russian maritime anti-access/area denial (A2AD) and its impact on the global reach of the US Navy in great power competition. This research comprises the following questions/issues: How and where has the maritime and geopolitical offensive by the Russian Federation revived either a dangerous strategic coercive deterrent or merely a tactical capability with limited strategic meaning in sea-air-space/ballistic precision conventional and nuclear strike weapons and vessels? Will this enhanced force structure and operational posture further endanger the globeâ¿¿s crucial maritime choke points with new forces, weapons, operations/tactics of strategic and operational theater interdiction and anti-access and area denial? What political and strategic factors would promote this contingency in Russian policy and strategy in a phase of heightened great power struggle, that is, the progress from so called grey zone conflicts with a maritime character to general warfare at high intensity? How should a new generation of naval strategists conceive of this threat as a guide to the formulation of strategy and the fleet deployment, planning and configuration in the present and future? Does contemporary strategic analysis undertaken especially in the US in the public domain and with influence on the formation of policy and strategy comprehend the above threat correctly, or do figures inexperienced in the history, character, doctrine and institutions of Russian military and naval affairs misunderstand the threat? Do they thereby enable Russian malign efforts in the maritime â¿¿grey zone" to deter the US and NATO? How can this research enable figures in OPNAV effectively to influence the making of strategy and to design and to equip a future fleet for great competition that can operate from the so called grey zone, i.e. the present posture of competition and subterfuge into the high intensity combat of general war?
