Summary The US Navy faces increasingly complex national security challenges. Central to addressing these challenges is the ability to communicate well both internally to the Navy and external to the US and other international stakeholders. Public Affairs Officers play a critical role in providing strategic counsel, contributing to operational planning, and executing communication activities in support of national objectives, joint combat operations, and the naval mission. Unfortunately, many PA officers are not prepared for the challenges that will face them in the future. To meet these challenges, we propose a professional development education program to better prepare PA Officers.
This proposal addresses a needs assessment for the US Navy's Public Affairs community, advisory workshop, a scenario planning exercise, and educational workshops for junior and mid-grade officers.
The overarching purpose of this work is to assess the strengths and weaknesses of PA community and to assist in the professional development of the officers in this community. This proposal is divided into four phases: needs assessment, advisory recommendations, scenario planning, and educational workshops.
Ultimately the goal would be to create well educated public affairs community that is capable of meeting Navy challenges in the complex environment.
