Summary	This Capstone Course / Project seeks to identify the nature and extent of the complex strategic environment in which the Microelectronics Strategy for National Security and Economic Competitiveness (MINSEC) must be implemented; an overarching planning process that focuses on integrating subsystems of the strategy and identifies and includes key stakeholders and subject matter experts; the means to develop a complex adaptive MINSEC system of systems; and, a net assessment process to longitudinally measure the implemented strategy's progress toward stated objectives.
