Summary In 2002, the Chair of Undersea Warfare (USW) was established with a MOA (Memorandum of Agreement) between the President of the Naval Postgraduate School (NPS) and the Commander of the Naval Undersea Warfare Center (NUWC). This MOA was terminated in July 2011 and a new MOA was executed between the President of NPS, VADM Daniel T. Oliver USN (Ret), the Commander of US Submarine Forces (VADM John M. Richardson USN), and the Director, Submarine Warfare Division in the Office of the Chief of Naval Operations (CNO), OPNAV N87 (RADM Michael J. Connor USN). This new MOA places the funding for the USW Chair position and the Research and Curriculum Support budgets as a responsibility of the CNO's Director of Submarine Warfare, OPNAV N87. The Purpose of the USW Chair Program is to enhance the academic and research content in several curricula with USW related material and to establish NPS as a major center for education, research, and analysis in USW subjects. To that end, the Chair serves as the Director of the USW Research Center. This function is under the NPS Wayne E. Meyer Institute of Systems Engineering. Parties to the Chair of Undersea Warfare MOA agreed that the position operates on a continuing basis to support USW education, research, acquisition and life cycle management. This Proposal supports the continuing employment agreement for RADM Winford G Ellis, USN (Ret.) and the travel expenses required by the USW Chair position.
