Back SE Competency Model Development for the Department of Defense

Summary The Naval Postgraduate School has developed a verified version of a systems engineering career competency model (SECCM) based on the best industry and government models available through funding from DASN (RDT&E) in FY16. OPM is scheduled to complete with the verification of the Army, Air Force, and Missile Defense Agency survey results for the systems engineering competency model in accordance with the Uniform Guidelines for Employee Selection on September 30, 2016, right at the end of FY16. In FY17 NPS will focus on development of the harmonization of the DON model with the Army, Air Force, and Missile Defense Agency survey results, including details of the use and implementation of a harmonized SE competency model. Once completed, it can be used for human resources functions, such as hiring, promotion, etc. consistently for DON and for all of DOD.
NPS will work in collaboration with OPM and OSD to conduct and analyze both the job analysis and series of survey results and statistical tests for the Army, Air Force, and Missile Defense Agency model outcomes to combine with the current DON results.
