Summary	To establish a Collaboration Laboratory (Co-Lab) focused on Open Technology Development initiatives and their potential impact on issues of globalization, stability and security. Co-Lab will provide a venue to explore best practices across disciplines regarding open source community engagement and technology development between DoD and non-traditional partners.
