Summary | This project will initiate a system for image capture to allow the use of state-of-the-art Optical Character Recognition (OCR) and mobile digital collaboration technologies to automatically identify maritime shipping (boats). The application of OCR or pattern recognition relies on proper framing of the subject image to allow the algorithm to return an accurate result. Coast Guard vessels may be faced with a variety of conditions involving distance, angle and atmospheric obstruction (i.e. rain, fog) that can prelude effective collection of a video sample. Therefore this project will leverage the use of a maritime capable Unmanned Aerial Vehicle (UAV) that can be quickly launched and maneuvered to capture a properly framed image from a vessel registration display and this can efficiently overcome distance, angle, maneuvering time and atmospheric challenges to acquire the needed video sample for registration. |
