Objectives: - How is PLAN activity in the Indian Ocean likely to evolve over the next 5-25 years? - How will the Indian government and Navy respond to increased PLAN activity in the Indian Ocean region? - What types of Chinese behavior are the Indians likely to view as indicators of cooperative potential between China and India? What sorts of cooperative Sino-Indian policies would the Indians be most likely to consider? What implications would these policies have for India's relationship with the United States, particularly with regard to naval power and the maritime domain? - What types of Chinese behavior are the Indians likely to view as indicators that China's increased presence in the IO will threaten Indian interests? What sorts of balancing policies would the Indians most likely consider to offset this danger? Might these policies include the assumption of a leadership role in providing maritime security in the Indian Ocean region, perhaps in close coordination with the U.S. Navy? - What effects will an increased PLAN presence in the Indian Ocean have on the region's smaller maritime states, such as the Maldives and Sri Lanka, or on larger ones such as Indonesia and Australia? Might it lead them to seek closer naval coordination with India? How might these states and India cooperate in hopes of deterring assertive Chinese behavior such as that seen recently in the East China Sea and the South China Sea? |
